Amend the Main Motion by Substitution ADOPTED 439-327
   We agree with the intention of this petition and the concept of portability of retiree health care.  However, we are concerned that there has been no determination of the actuarial financial consequences to annual conferences, and ultimately the local churches, if this petition is passed.  Further, we are concerned that it is not clear from the petition whether this applies to current retirees or not, and that there may be other unintended and unanticipated consequences, as well as administrative difficulties, in the implementation of this petition.
   We recommend referral to the General Board of Pension and Health Benefits for further study of implementation costs and processes, in consultation with annual conference pension boards, to be reported back to the 2016 General Conference.
